Strategy Development
The Partnership is committed to gradually developing and delivering effective flood risk reduction strategies across the City, leveraging available resources and funding to make a meaningful impact over time. Dundee has been broken down into Storm Water Management Districts which have been prioritised and ranked. Each District has been created based on topography (the routes surface runoff will follow during exceedance events) and available storm water assets such as culverted water courses and major surface water networks.
Prioritisation
A data-driven approach was employed to prioritise the partnership’s future initiatives, focusing primarily on areas that experience the most significant flooding impacts and where new developments are planned. Secondary factors, such as vulnerability, biodiversity, and upcoming projects, were also considered.

Approach
The Partnership Approach to flood and drought resilience is to collectively develop and deliver blue-green infrastructure, grey infrastructure, watercourse restoration, stormwater management, flood protection, and strategic planning. Additional measures include early community education and engagement, decision-making participation, and multiple benefits delivery.
Delivery of the strategy will involve utilising and, where required, reinforcing existing infrastructure alongside creating new assets. The new infrastructure must combine below-ground solutions with blue-green surface solutions that benefit the community and environment.
These solutions will include:
- De-paving to reduce runoff
- Separating rainwater, watercourses and groundwater from the sewerage network
- Providing storage for water for use in irrigation, etc., during droughts
- Utilising and enhancing existing and constructing new rainwater and watercourse infrastructure to convey water above and below ground
- Attenuating rainwater with blue-green infrastructure during everyday events and flood events
